Responsibility for our community is shared among the Civic Association, LID, and City. Below is a list of who is responsible for different services in The Commonwealth.
Homeowners Association
- Common property including the playgrounds, pools, tennis courts and clubhouse
- Deed restriction violations
- Modifications of property

LID
- Maintains the Levee areas in the Commonwealth
- The Levee system includes all of the ponds, bayous, ditches, and lakes in The Commonwealth community. The district also maintains a pumping station and outfall gates to allow the runoff to exit the community and eventually to the Brazos River to the south of our community.
- ECO Resources manage the day-to-day operation of the District. Should you have any concerns regarding the levee or the drainage system, Mike Thelen at ECO Resources can address them. Mike's phone number is 281-240-1700.

The ACC-Guidelines are available on the web site as a download. To get section guidelines, contact Crest Management at 281-579-0761.
How do I get pool tags?
You can contact Crest Management for a form or download one from the web site. Fill it out and return it to Crest to receive you tags by mail.
How do I get a tennis key?
You can contact Crest Management at 281-579-0761. There is a nominal fee for the key.
What are the steps if I want to make changes to my house?
Changes to the exterior of your house and property need approval of the Modifications Committee. You can contact Crest Management for a form or download it from the web site. The form must be completed and returned to Crest Management at least 1 week before the monthly Modifications meeting. The committee meets the third Tuesday of every month at 7:30pm in the clubhouse.
What should I do if I want to put in a pool?
Pool installation require approval of the Modifications Committee. You can contact Crest Management for a form or download it from the web site. What is the Modifications Committee?
This committee reviews all applications for modifications to our property to ensure that they are in compliance with the deed restrictions. The committee meets the third Tuesday of every month at 7:30pm in the clubhouse. All applications must be made a week prior to this meeting.

Who is Crest Management Company?
The management company oversees the daily operations of our community at the direction of the Homeowners Board. They work with our contractors, maintain financial records, collect fees, handle problems, and monitor the community for violations. When there is a problem or you have a question, you can call them at (281) 579-0761.
What are the assessments for and when are they due?
The association determines the annual assessment to provide for the common community needs. The largest items in the budget are maintaining and improving the landscape and maintenance and repairs to the community. The fees are due in January of each year.
The budget includes such things as:
- Landscaping and maintenance of over 100 acres of green area
- Maintaining and staffing of pools
- Irrigation and lighting
- Maintenance of Clubhouse and structures in the community
- Professional fees for management company, attorneys, and accountant
- Legal fees associated with community business
- It pays for insurance, the Newsletter, community improvements, etc.
Who are the directors?
There are 5 elected directors in the community who serve 2 year terms. Positions are open to any owner in-good-standing. To apply for the positions, contact Crest Management at (281) 579-0761. Elections are held at the annual meeting in May.
What is going on with all those flags?
The Sugar Land Boy Scout Troop 294 will help you display the American Flag! A trusty Troop 294 Scout will place a handsome 3' x 5'; flag mounted on a 10' pole curbside in your front yard on certain Holidays each year.
